Director of Public Affairs & Marketing in the Iberian Market Operator (OMI Group), he was elected Chairman of the EU NEMO Committee in September 2020.

Rafael was Chairman of the Power Exchanges (NEMOs under European regulation) performing the EU Single Day-Ahead Coupling from October 2017 until September 2020.

With more than 25 years of experience in energy regulation at European level, he served for OMIE in different positions, as Director of the Chairman’s Office and Director of European Affairs, worked for CNE as Director of EU Affairs and worked as Adviser on Power & Gas to the Board of CEER and Joint Coordinator of the Electricity & Gas Regional Initiatives in ACER.

Rafael is PhD in Industrial Engineering by the UPM and holds a PDG by IESE.
