Member of Parliament (MP) and Vice-President of the PSD Parliamentary Group. Served as Secretary of State for the Presidency of the Council of Ministers (XXIV Constitutional Government). Lawyer specialized in regulation and environmental law. Former Assistant Professor at the Faculty of Law of the University of Lisbon (2000–2007). Coordinator of the Postgraduate Program in Competition and Regulation at the Faculty of Law of the University of Lisbon (2021–2024).

Previously worked as Senior Manager, responsible for regulation and competition at Vodafone (2007–2013), and as Legal Counsel at Vodafone Germany (2010). Served as Member of the Board of Directors of ERSAR – Water and Waste Services Regulation Authority (2015–2021). Chair of the Compliance Committee of E-Redes (2023–2024). President of the General Council of Comunidade Vida e Paz (2022–2024). Former Chief of Staff to the Minister for Environment, Spatial Planning and Energy (XIX Constitutional Government).
