Manuela Seixas Fonseca
She holds a degree in Chemical Engineering from the Faculty of Science and Technology of NOVA University Lisbon (1991) and a postgraduate degree in Public Management from Instituto Superior de Gestão (2010).
Since January 1, 2019, she has been serving as Director of the Energy Planning and Statistics Department at the Directorate-General for Energy and Geology (DGEG). In this role, she is responsible, among other activities, for the coordination, monitoring, and oversight of the implementation of numerous public policy instruments in the energy sector, with particular emphasis on the preparation, revision, and monitoring of the National Energy and Climate Plan.
She is Vice-Chair of the Emergency Energy Planning Commission, a member of the Advisory Council of ERSE (Energy Services Regulatory Authority) and of the Higher Council of Statistics, as well as national delegate to various Committees and Working Groups of the European Commission, International Energy Agency, NATO, and other international organizations in the fields of statistics, energy and climate, energy planning, security of supply, infrastructure, and emergency response in the energy sector (electricity, gas, and oil). She has also been invited by the International Energy Agency to participate as an expert in several peer reviews of member countries’ energy policies and emergency response.
She previously served as Head of the Energy Planning and Security of Supply Division (2013–2018) and as Head of the Fuels Licensing and Inspection Division (2007–2013) at DGEG.
She has been a senior officer at DGEG since 1994, providing advisory support to the Directorate and working in the areas of electricity, renewable energy, and energy efficiency until 2007.
She also worked at the former Directorate-General for the Environment (1992–1993).
From 1990 to 1994, she worked at the Lisbon Higher Institute of Engineering.
