Jorge Toral is a Counsel in the Public Law and Regulated Sectors department in Madrid, with a particular focus on the energy and infrastructure sectors. He has extensive experience leading and coordinating transactions in these areas, including both domestic and cross-border deals, providing regulatory advice to key Spanish and international market participants, handling public procurement matters, and representing clients in litigation against government and public sector entities. Jorge specialises in negotiating project agreements such as engineering, procurement and construction (EPC) and operation and maintenance (O&M) agreements, as well as power and gas purchase agreements and other key commercial contracts. He also advises on regulatory and contractual aspects of complex green hydrogen and other renewable gas-related projects.

In 2023, Jorge completed a secondment in the Energy & Infrastructure group in the Linklaters London office.
