Filipe Santos Costa

He holds a PhD in International Relations, with a specialization in Security and Strategy Studies, from the Faculty of Social and Human Sciences (FCSH) of NOVA University Lisbon, with the thesis “Preventive Self-Defense in International Relations and in International Law.”

He holds a Master’s degree in Economics, with a specialization in Development and International Cooperation, from ISEG – Lisbon School of Economics & Management, University of Lisbon, with the thesis “Regulating Globalization: Reforming the International System to Promote Development.”

He is an Associate Researcher at the Portuguese Institute of International Relations (IPRI-NOVA) and at the National Defense Institute (IDN).

He has served as:

  • President of AICEP – Portuguese Trade & Investment Agency.
  • CEO of aicep Global Parques, managing ZILS – Sines Industrial and Logistics Zone.
  • Economic and Commercial Consul of Portugal in San Francisco, USA.
  • Economic and Commercial Consul of Portugal in Shanghai, China.
  • Head of the Mission Structure for the Management of EU Funds at the Ministry of Internal Administration, overseeing the Prevention, Risk Management and Monitoring Axis of the POVT/QREN and the European Commission’s SOLID Programme in Portugal: External Borders Fund; European Return Fund; European Integration Fund for Third-Country Nationals; and European Refugee Fund.
  • Coordinator for non-European organizations in ANACOM’s external relations, plenipotentiary to the International Telecommunication Union (Geneva), and representative of the Portuguese State at INMARSAT (London), EUTELSAT (Paris), and INTELSAT-ITSO (Washington).
